That looks like a pretty well done ute conversion of a Crown Vic. Do it with the police P71 platform and you could have a fairly serious truckish car with HD suspension and limited slip differential. I think about 2008 is the ideal year, with the usual cop upgrades and 3:55 gears.

If it's the same vehicle, I believe this was custom built to participate in the Gambler 500 race. I remember seeing an article about the Gambler. The photo on the article had what I called a "Vic-up truck" with the same stripes.

Not sure if it was their intent, but the diagonal stripes are loosely reminiscent of the Ford RS200. The blue was used for the rally car and then there is one that was built for road racing that had maroon stripes.
