Should I build/ buy a new pc?

I was recently playing Marvel rivals and found load issues and major FPS drops/ freezing from a custom build PC I made around 2016. I was looking at GPU upgrades and noticed my motherboard has a PCIE3.0 express slot (Newer GPU's use 4.0). I'm wondering on whether I should upgrade my GPU or build/ buy a new pc? I have a budget around £1k - £1.5k, just wondering on whether it is worth the spend?
Currently I play really old games that don't have issues like Oldschool runescape and overwatch but I'm thinking of playing more current gen games which may be a problem.
Current build:
CPU- Core I7-6700 processor
GPU - GTX 1060
Ram - 16gb
Motherboard - B250m-HDV
250GB- SSD (Doesn't store any games)
1tb and 4tb HDD - For all storage of games etc
Let me know your thoughts and feel free to provide any build suggestions if you feel I should buy a whole new pc. Appreciate any help

You can wait and build something with 5070 with that budget I think. Or if you don’t want to save on a cpu, you can still buy 4070s

Pesonally I would opt for buying an entirely new system over just upgrading the GPU. I think that CPU is \~7/8 years old, so it is a bit dated and I imagine you'd bottleneck with a newer GPU alone. It also seems you're just barely scratching the min specs for Marvel Rivals.
Building a new system would give you the option to look at more current games, too, which you mentioned.
Load issues could also be attributed to running the games and system from HDD. I haven't had one for years but my brother has two old mechanical drives and his load times in anything outside of old games is incredibly long.

Yeah GTX 1060 is the minimum specs for Marvel Rivals, I was thinking of getting a 4060 and stick a 1tb SSD into my current build but based on suggestions I think it's time I start looking up new custom builds, will look at suggestions and build something around £1.5k budget. Thanks!

Don't buy a 4060 when next gen has already been announced. Hold on a bit, see what AMD has to offer then reap the long term rewards.

You would see an improvement in doing that, no doubt, but I don't think you'd be happy with it and the CPU will hamstring the GPU. I know you're not opting to do that but just to be clear!
There's a build in here linked by u/9okm from PC Part Picker which is within your budget and is a very strong choice, so I'd recommend having a look at that.

The above seems pretty solid and similar to what I might have recommended, however. I wouldn't buy a GPU at all right now, especially at those prices when NVidia just announced their new 5XXX series and AMD is about to launch their 90X0 series.
So I'd wait a bit.

Could help you deciding if it might make sense to keep your cpu if money is tight. Probably makes sense to move to a newer platform though.

No I haven't overclocked the CPU and the 1060 is 6gb. I'm going to do a new custom build based on the comments, just need to start looking around at what I can do for around £1.5k budget.

That will get you nice machine! I recommend leaning more on the GPU side with your budget (spending more on gpu I mean). Unless you're going for more than 120hz or play in VR.

You may need a new SSD for modern games. Lots of issues with them now if you don't at least use a Sata drive and some games, like Dead Space really need a NVME drive. Things refuse to load correctly.

PIC3.0 is no big deal but the CPU and GPU are old and they can't handly a lot of newer even non-AAA games.
You can search https://www.reddit.com/r/buildapcforme/ for your budget and find pretty good suggestions. Make sure you have a target resolution in mind because that is relevant for your GPU choice and that is the most expensive part of the build

Ok thanks, I will start taking a look around. I have two monitors 1920x1080 and don't plan on upgrading those yet but will likely get a nice build that can surpass that if I ever upgrade them in the future.

Yep definitely time for an upgrade. We already have PCIE 5 that will be the new standard in the next year or so. Do a ton of research if your buying pre-built though, these people are salesman so take what they say about performance with a grain of salt. There’s plenty of trustworthy YouTube videos on what to buy for a great build at all budgets.

The problem is not the pcie 3.0 or 4.0. The cpu struggles to handle the games and the gpu (3 or 6gb) can't let you experience the new games at their best. Even a used AM4 system can be fine, the important thing is that it is solid. The gpu should have at least 12gb. But with that amount of money you can build a very respectable build that lets you play at 1440p, if your monitor allows it.

You also need a newer and better CPU which will help with FPS drops and lag spikes. So probably an entirely new build.
