It does start like an offensive word (as well as thousands of non- offensive words). How about just no curse words and call it a day. I don't think government employees need to waste time deciphering the intent of a custom license plate.

Well, the N-word is offensive. So it follows that all N-words are. In fact, the letter should just be removed from the alphabet!

Same with the letters M, V, I, L(l), W, which might be confused with the N letter. All words containing those letter also need to be removed from the dictionary.
