Why are property taxes in New Jersey so high?

NJ has the highest property taxes out of any state ( [http://www.tax-rates.org/taxtables/property-tax-by-state](http://www.tax-rates.org/taxtables/property-tax-by-state) ). Why is this the case?

We are a small, densely populated, wealthy state with high home values. Now, we have too many municipalities and school districts, and could afford to consolidate some. We are in the top 3 in education, we have quick response times for our first responders, and we have pretty decent roads compared to other states, all funded by property taxes.

Because they can and a lot of the people who live there work in another state.
