After RTX GPU undervolt, PC freezes and crashes constantly when playing youtube videos, nvlddmkm, resetting TDR occured.

I have had my new RTX 4060 ti 16gb for almost a year, I'm on W10. No crashes ever before. A few days ago I installed MSI Afterburner for the first time. I undervolted the GPU and set a custom fan curve, the GPU is now quieter and cooler. But my PC started freezing frequently.
A freeze is always like this: every program freezes (eg.: task manager stops updating values), nothing responds to clicks, but I can drag the windows around and close them. Can't open anything new though. Usually there is a massive lag when everything is moving at 1 fps for 4-5 sec, and occasionally the screen flickers to black then comes back. I always ended this by restarting the PC with the button.
I thought the undervolt was too agressive (spoiler: it wasn't), so I changed it to be more forgiving, to 2640mhz at 0.96 volts, from 2675mhz at 0.95 volts, and it's still cool and quiet, but didn't stop the freezes.
I noticed it never freezes while gaming or doing productivity (AI rendering, Blender rendering). It only happens if I click on a new video on youtube OR if I loop youtube songs in the background, it happens every time the video restarts. I found out if I close chrome (thus youtube), it fixes it, and everything becomes responsive - at one point a blender render continued normally as if it didn't freeze previously.
What I tried and didnt work: Close MSI Afterburner/resetting everything to default.
Event viewer shows 3 similar errors related to Nvlddmkm, and description says "Resetting TDR Occured on GPUID: 700". I only found questions about when the GPU is under heavy load, and it's usually a BSOD, but for me there was never a BSOD, and as I said it doesn't happen until a new youtube video triggers it.
