Can't progress without an offer

I've been migrating from SA into a more mamager role lately. Managing vendor contracts, dealing with moves across location, planning huge board-approved projects, involved in senior staff meetings, approving time cards. I've expressed I'm doing a lot for 75k, but the only advice I can get is "[company] doesn't care unless it's a priority" and by priority they mean an offer.
I love my team and want to be there for them, but I need to make more money to survive and idk what to do anymore.
