If you're touching a gun, you're pointing a gun. So how does OP's statement work when you're pulling a gun out of a holster and it's pointed at your thigh as it is coming up and out of the holster?

Maybe it's a problem with the translation into English. I mean only intentionally point if you are wanting to neutralize the threat.

Everything you do with the gun should be intentional.

You don't intentionally point a gun at your own leg unless you're crazy. Also, in a standard holster, the gun is not pointed at the leg all the time.
So that there are no doubts in the translation: you only take your hand, remove the weapon from the holster and make a line of sight at a target only if you want to neutralize it.

What if you are moving when you are drawing? Your leg isn't going to end up in front of the muzzle? Most people, with a concealed holster, are going to have the muzzle covering their leg during the draw or reholster, especially if carrying at 3 o'clock.
