So a Nissan Leaf is an EV, and they are turning rum distillery waste and seaweed into natural gas. How does natural gas power an EV?

Oh wow, that seems kinda pointless. Just burn it in a stationary powerplant and feed the grid? Slow-charge and range extender doesn't really seem compatible, but i guess as a demonstration and it would be possible to have a fast charging natural gas range extender generator, just as there are a few petrol EVs that work the same

I remember reading about algae fuels 15 years ago. I don't think there's enough demand to justify scaling production such that the cost is remotely sane.

While it's good, I can't help but think that if this stuff is in the quantities the article says, it might be better to cut out the middle man and burn it in a power plant and use it Especially since from what I remember, most caribbean islands import fossil fuels for their energy grid, which is expensive

This is almost certainly the better way of using it. Better to just burn it as heat to power a stream turbine for higher efficiency than figure out how to perfectly refine it to kaboom it for force to move a car.
