Why does the UK not use double decker trains and trams?

In other countries, it seems like trains with two levels are common, both on underground and overground services. When you look at historic pictures of trams in this country, they all seem to be double decker as well. Yet, every day I cram myself onto a single level tram, which can't be easily extended lengthways because the platform is too short, but could easily go upwards. Is there a reason we don't seem to do this?
