What exactly is TPM and do I need it?

I heard Windows 11 requires PCs have TPM for them to be eligible to upgrade. I have a PC I built a while ago with an intel core i5 4670, which doesn’t have TPM. Is this a problem? Am I more vulnerable to online threats or being hacked because I don’t have TPM? What exactly is it/what does it do?
Lastly what are these in this screenshot? Why would one have to pay for TPM activation? And what is a dedicated hardware TPM module? Isn’t TPM built into newer CPUs? What’s the benefit of having a “dedicated hardware” TPM, and is it worth it for a whopping $210? (Screenshot below).

Unless you have a very good reason to use Win11 just stay with Win10 until you upgrade or support for Win10 runs out in 2025

idk what's going on with the TPM situation, I thought we'd all need one but builders are making janky gaming Xeon rigs on X79 and X99 boards all the time (2011-v3), and I don't hear any of them complaining about needing a TPM.

Enabling fTPM is as simple as setting it to enabled in the BIOS.

I just discovered this today. Why does the PC say "this device can not upgrade to Windows 11" when actually it is "unless you toggle this BIOS switch real quick".
Almost bought a new PC, was actually a sub-one-minute job.
