This article says the “why” is unclear, but suggests that they’re very sensitive to changes in their environment. The first few attempts ended quickly with dead narwhals, so there’s not much public interest in trying again.

They aren't flexible like belugas and they have a more stringent diet and need a much bigger range
Just like almost every species of dolphin aside from about 3 species don't do well in captivity either (I mean none do I mean survive)

Probably has to do with how remote they are and shipping from the high arctic to lower lats. Belugas come close to shore while narwhals stay out in open ocean.

It's because of the size of the narwhal and the tusk too.
