Pipe water from wet East Texas to dry West Texas

I often hear about flooding in the Houston area, why not create a series of underground pipes to move water to the dry West Texas? An underground reservoir could be created to store it (West Texas has a higher elevation), then it could be pumped to the surface.

Yes please. There are plenty of similar examples around the world. China recently did a fantastic job with its new aqueducts. Two of them are each about 1000 km long.
