MOBO has CPU/DRAM light on and will not boot

My AIO is the LIAN LI Galahad II LCD SL-INF 360. When I turn the PSU on the rgb on the edge of the AIO will flash once really fast but the AIO block screen stays off. I have all the fans connected to LIAN LI fan hub, they all light up together with the rest of the parts in the case(RAM and Case)

I got the new 9800x3d and have updated the BIOS with an USB, reseated the CPU and AIO, made sure all wires are all they way in

My parts:
CPU: Ryzen 7 9800x3d
MOBO: ASUS ROG Strix B650-A
AIO: LIAN LI Galahad II LCD SL-INF 360
PSU: MWE Gold 1050 v2
RAM: Silicon Power DDR5 64GB

This is my first pc build I have built by myself. All of the case fans including the radiator fans light up in sync with the RAM and MOBO but the AIO block
