How to report an instructor abusing a student

My mother is in CDL Class A training. Her instructor is verbally and physically abusing her during her lessons. He verbally berates her, is openly and hatefully misogynistic, and is not teaching her anything. She told me that he hits her leg with a stick when she does something wrong. She's only on day 3 and tells me that he expects her to have completely memorized the inspection by now, and to be able to complete it within one hour.
Her issue with reporting is: she is afraid of retaliation. We live in a very isolated state (can't give details on which state,) and there are very few women in this field here. She has been told by other drivers that people are very critical of women in this field, and she's got it in her head that if she tries to complain, she will get retailiated against.
She was told that shes stuck with this guy due to understaffing. She can't afford to wait until the next class, and her classes are being paid for by the state.
I'm seriously afraid for her safety if she isn't being taught correctly, and am deeply angry on her behalf for the abuse that she has to endure.
I want to help, or offer some advice, but I don't know anything about this field, so advice would be appreciated

Welp, if she’s disturbed now, wait till she starts driving. Not the profession for her. Learning an inspection routine isn’t rocket science.

Verbal is excessive, and physical is a hard line. I'd just call the police as this just constitutes battery

My trainer used a ruler to slap my hand so I would let go of the shifter. Real lightly though. Also a really old dude. But all his students passed their first try. Just kind of a reminder to let go. If he dosed off while I was driving was a sign I was doing ok lol.

Verbally. I would tell the school staff.
Physically. Call the police.
