Can Mega carriers pull up your DAC report immediately, or does it take time just like when we personally request it?

Not necessarily. While DAC is instantly available for them, your MVR might not be. And they are still verifying your employment history and background checks while you are on the way there.

They have instant electronic access. That's what they get for paying for the service. We don't pay DAC but the feds require them to provide us with our file, so they do it the old fashioned way.

Normally after you fill out a application and talk to a recruiter they pull it within like an hour or so for everything they need to run.
