Are there any icon sets that are as consistently updated as Papirus?

One of my biggest gripes with Linux (and ricing) is that there are barely any options for icon packs. Outside of Papirus it's only really janky-looking recreations of macOS and Windows/Fluent icons or really outdated, low-effort flat design icons.
Even though Papirus has the flat look, I often default to it since it's very consistent and frequently updated so almost every one of my installed apps has a proper icon.
Are there any icon sets in general that have the same scope and consistent updates as Papirus?

Breeze has a very complete icon set.

have you tried flat-remix ?

Nope! Fluent is pretty good, but when I use it I do supplement it with some from Papirus.

Breeze doesn't cover third-party icons.

Sure does

I've searched high and low and nothing is anywhere near as complete as Papirus. The icons are very clear and quickly visually distinguishable which is less so the case for many icon sets, especially at the smaller sizes that make sense for icons.

I tried out Sardi and despite it having ten billion variations it's still missing quite a lot of app icons, and the ones it supports somehow all look the exact same.
