Red CPU light/ Bad mobo

Building my friends pc and got the red cpu light. Thought it may be because I don't have a 4 pin connector for the cpu. It has an 8 pin and 4 pin, I read you don't need the 4 pin unless your cpu is drawing extra power via overclocking. However, upon inspecting the pins to see if any are bent I saw liquid? Around the capacitors? In the center of where the cpu goes. I imagine this is my problem. Bought the mobo used on ebay. Also if someone could link an atx wire with an 8 pin and a 4 pin connector that would be awesome https://imgur.com/a/UrvXbM5

That does not look like it's liquid, can you clean it off? It looks like flux or some type of clear solder mask.

Qtip with some 91% isopropyl alcohol, or dry qtip?

So it's probably not liquid and it's just shiny solder mask. Now to the problem, I think you need the full connector. It might not need the extra power, but some motherboards won't post if not everything is properly connected.

You need ones specifically for your PSU, you can't usually buy single cables like that (if you can, your best bet is contacting the brand directly).. What is the part list of the build?

You should have two CPU power cables.
