The timer is a one time check only when it detects a "new user", like when you reset your dynamic ip or clear your browser cache.

It seems every now and then (new IP maybe?) you have to wait a minute initially before posting and obviously between posts to avoid spam. A while ago I remember having to wait for literally 15 minutes to post but luckily that seems to be gone. Just wait a minute and you'll get approved to shitpost.

Is it something only mega virgins care about or does it serve some major practical purpose? I think I've seen webms do some funky resizing and stuff on Discord in the past (before they removed the feature) but that is literally the only difference I'm aware of.
