First gaming PC build advice

Hi, I want to build my first PC for some casual gaming and general use. I have only used gaming laptops so I don't have a clue on how to pick out all the parts to build a PC. I am basically looking for a PC that can handle 144hz at 1080p (and 1440p if possible). I usually play games shooter and strategy games (Overwatch, CS, Civilization, AOE, etc) but I want to start other games like RDR2, GTA etc as well.
I am looking for a smaller build (mAtx or ITX) as I don't have a fixed gaming area and need the ability to put the PC away whenever I am not using it.
I went to my local Micro Center and they gave me some suggestions for an ITX and mATX build.
ITX: https://pcpartpicker.com/list/VRJTHW
mATX: https://pcpartpicker.com/list/32mQVF
These are a bit over my budget so please help me fine-tune these. Are these the best builds at this price range? Is it possible to lower the cost in any way? If I go with an ATX build instead, how much can I expect to save if I want a decent gaming PC?
Happy to answer any questions for more details

These are both pretty good builds. Personally I'm a fan of the mATX because that case allows for full size psu's but still offers a cool compact form factor. I would try and tweak them a bit to get more money into the GPU.
Checkout these charts. You'll see the 7600xt is only averaging about 90fps at 1080p. If you can squeeze up to something like a 7800xt you'll have a much better experience and be 1440p ready. Some areas to consider saving a few bucks, get a 7600 instead of the x3d. The x3d is better, but that really only matters if you have a much beefier GPU.

Thank you for the details! I’ll see if I can get a better GPU
