CPU overheating after RAM upgrade

I have an R5600x with a B450 Tomahawk motherboard. Up until last night it had been running perfectly at 4600Mhz with game boost on and CPU temps rarely reaching above 70C. Last night I swapped out my RAM from a 2x8 to a 2x16 3200 CL16 (same exact brand and model as before). I made sure XMP was enabled in bios and when I launched I noticed my speed reset to 4275mhz. And now when I launch games (DA Veilguard specifically but happens in others) my CPU is maxed out and temps are at 100C+ and my computer shuts off. I thought maybe I pushed a little too hard on the RAM when seating it and maybe separated the heat sink from the CPU. So today I removed the heat sink, cleaned the old thermal paste off, reapplied and reinstalled the fan. Upon testing I found the same issue as before. I have also tried without gameboost at stock speeds and while it doesn’t overheat everything stutters and runs very slowly. Please help with some ideas on how to fix my PC.

If you put new ram in, it's possible you reset all your bios settings. Did you have an undervolt or voltage offset beforehand?

I thought maybe that too. I tried running it at 4600mhz with 1.35v and 1.3v and again at 4500mhz with those same voltages and same issue.
