My new pc build is not turning on

I currently have it outside of the case and have my gpu, cpu, ram, ssd and aio plugged in (and hopefully powered) yet when i cross the 2 contacts it doesnt spin to life

Any LED’s? Ps switch turned on? You should be able to short the ps to see if fans activate but I don’t recall the specific pins

So the psu is not the problem, it works

Ps switch on, led isnt turning on is it safe to short the ps? If so how?
