PC won’t boot into windows after attempting to install NVIDIA drivers.

Built a pc yesterday with the following parts
b450m ds3h R5 5600 (not x) MSI GTX 970 16 GB 3600mhz XLR8 RAM 650w psu 1TB hard drive
It booted into windows fine, but the resolution was 600x800 on my 1080i tv (don’t have a monitor yet, but previous pcs have worked well on this tv). I decided to download the drivers for my GPU and like 1/4th into the installation my tv couldn’t detect a signal. It was like that for like 30 mins. I turned off the pc and turned it back on and it brought me to the windows recovery screen. I tried doing the repair option, and it went as far as “attempting repairs”, but then it just turned off. Turned it on a few times and it would boot, but not into windows. I’ve already tried reseating the ram which did nothing, and I’ve reinstalled windows on my hard drive, which brought me back into windows but then would do the same thing every time I tried to install NVIDIA drivers.
