Windows 10 Kiosk Mode - Enable Webcam Automatically

Searched around for this one but could not find any info on how (or if) this could work: Is there away to automatically enable the webcam for a device when using Windows Assigned Apps with Edge in Kiosk mode?
I have a fleet of shared devices I'm rolling out to our students and want to prepare them by only opening Edge. Edge will lead them to a site (https://clever.com) where they would then use a QR code badge to login via the webcam. Each time the device logs in with this method, the students would need to click Allow when the webcam launches. Not the largest of deals, but the quicker I get our students logged into their apps the better.
Any ideas?

Is this kiosk running as one user, or is each user logging in with their own credentials?
If it's a single user, what happens if you visit the site while the computer is NOT in kiosk mode, click Accept, log out of the computer, log back in and visit the site?
If the site doesn't ask you to click Accept the second time (probably due to a cookie getting created) will it do it again AFTER the computer is back in Kiosk mode?
