That temperature is for the radiator water (and I think turning it up to 83 is a bit higher than it should be). Your house temperature is controlled by the thermostat which will be somewhere else in the house, which is probably set to off at the moment (the dial being too low / below 15 ). If it still doesn't turn on, then the central heating system will likely have another master control unit somewhere where you also need to press a button to turn it on
That looks to be the temperature setting for the radiators and is on the boiler, I don't think it turns the heating on like you think.
In my house I have a control panel in my kitchen that sets when the heating and water switch on and off during the day, if you have similar then make sure that's working.
I also have a thermostat in my hall that sets the temperature for the house, as long as the heating is running via the control panel, the thermostat lights up until the house temperature is reached and then it will switch off
Yh it shows at bottom icons one is for radistor one is for hot water. Either there is thernostat or the radiators itself are turned off on some radiators itself there is this rotator where u set 1-5 heat setting and sometimes it only starts heating up once u set it on 5
Thats a Worcester boiler and one installed within last 10 years I would guess. So there should be some type of extra control, a room thermostat somewhere? Find that and put it into demand
All you’re doing here is turning up the temperature of the water going through your radiators, not the temp you want your room to be.

Thermostat may be portable and previous people might have packed it if so. You might need to buy another, worst case scenario.

Yep, though might just be a switch rather than a thermostat. Or none of the radiator valves are open
