Trying to spec out a new build in prep for some black friday deals. It's been over a decade since my last build. Any suggestions?

9800x3d is released, goes in and out of stock pretty often but msrp is $480
thermalright coolers outperform anything be quiet makes at less than half the price
asus and corsair tends to be overpriced
