Rebuilding default user account for Server 2019

I tried copying the default user account from a working Server 2019 of the same build, but that doesn't seem to be working. I copied all of the contents, including hidden files, from the c:\users\default\ from the working server to the non-working server. If I copy the local admin account to the default user, everything appears to work as it should, but I don't know if that's a good idea. Is that an alright thing to do? Is there something else I should be doing to copy the default user?
I am having some weird issues with two of our Citrix VDAs with MS Office not getting a license. I tried logging directly onto the server, locally, with my user account and noticed the start menu would not open. I deleted the local profile and tried again and the same thing happened. Any user that didnt already have a profile on the server is facing this issue. That's how I sort of narrowed it down to the default user profile.

the start menu is a seperate issue
but why waste your time here itll be a very messy issue to troubleshoot/fix (er.. imho I guess)
wipe the machine and start again, they should be pretty disposable

should be, but it would involve another team, so that's would require at least a few weeks with the way things work here.

Nothing that needs to be checked. It would require paperwork. Paperwork can only be filed on Tuesdays for the following week and is required to have a one week lead time before any changes are made, so 13 days before anyone will look at it.

Just to add my 2cents I had taken over a 2019 RDS server where new profiles could not use the start button. After weeks of trying to fix it I ended up just deleting and making a fresh one. If I did this from the start boy I would’ve saved a lot of time.
Look at your firewall event log I recall this being an issue for the start menu for a lot of people.
