Clearinghouse?

Sorry if it’s been asked a lot lately, I did a search and couldn’t find the answer I was looking for. Does this only apply to/affect people who are NOT already signed up for a random drug/alcohol test program, and/or can’t or recently haven’t passed a random test?
I’m an owner operator (I’m the only driver), but I also drive for my grandparents company. Their insurance or somebody advised them to sign all drivers up for random drug/alcohol testing, and we’ve since been signed up. I’ve been called and passed 2 randoms so far in the last year.
Does my company itself need to register, or is it one big database based off your license number? I’m registered with a consortium, but my grandmom signed me up through their company. Do I need to do anything further? Just trying to cross my T’s and dot my I’s..

Clearinghouse is different than consortium (random). Clearinghouse stores your Drug Alcohol record, for when you change jobs. Owner operators must have a cTPA for Clearinghouse. If you are also a driver for another company, you can have a drivers Clearinghouse account.
Consortium, you should be in two pools. One with the company you work for, and one with other owner operators.

So I have a question also. Signed up for ooida’s consortium when I got my own authority 3 or 4 years ago. I have never pulled a random. Is that normal?

I haven’t been called for a random in almost a year, since initially signing up. Pretty much when we first signed up, they had us come in for a “pre-employment” drug test, and then I was called for a random exactly one week later (I wasn’t happy). The place I was going for the drug tests have their own consortium, and “low key” told us we were paying way too much with the other program we were signed up with, and told us to just sign on with them. So instead of paying something like $400 per year, it’s $60 when/if I get called in for a random. I’ve yet to be called since switching lol. They even said if you get called for a random at all, it MIGHT be once per year.

So even though I myself am already signed up with a consortium through another company I’m “employed” with, I also have to sign my company up as well?

Am I required to be in a consortium? DOT regulated employers are required to have random drug and alcohol testing according to the regulations. They are not required to be in a consortium. For single owner operators joining a consortium is required. It is impossible to do 50% drug testing on one driver. Most Consortium/Third Party Administrators (C/TPA) will manage consortium random testing for owner operators and also have smaller employers with up to about 20 drivers enrolled in their consortiums. Collective the consortium might then have hundreds or thousands of members.
