Possible CPU Bottleneck

Current System
Ryzen 5 3600x
RX 5700XT
32 gigs of ram
I'm started to feel the effects of the 5700xt especially in COD where I can barely hit 90 FPS at low/medium, with FSR 3 Performance, and adjustable resolution.
Utilization wise my GPU strikes out at 100% where my CPU sits around 60%, and I'm crashing with newer titles because of VRAM, so my instinct is a GPU upgrade either getting a 7800XT or waiting for the next gen, but then my CPU might become a bottleneck leaving me to get a new AM5 Motherboard and CPU and DDR5 RAM. So does it make sense to put aside money for a GPU and possibly deal with bottlenecks (if any), or does it make sense to expect for a near full-system upgrade and buy parts now so I would probably get a new Ryzen 5 9600x and Mobo this black friday and hold off on the GPU until next release.

I would get a new GPU and if that doesn't get you to an acceptable level, drop in a 5700x3D (after updating bios with your 3600). You'll get close to the same performance as a 9600x for a lot less money.

Never even considered a AM4 x3D chip honestly, if there's no real drawbacks to stick with AM4 I might as well pull the trigger on that right now while CPUs and Coolers are on sale.

It's the most popular AM4 upgrade at the moment due to it's value and performance. If you're willing to wait a few extra days, you can get the 5700x3D cheap off AliExpress from the SZCPU seller. It's popular cause you have to spend quite a bit more on the AM5 motherboard DDR5 to get the next small bump in performance, and most people would prefer to spend the extra money on a better GPU.

Depending on the fact if a BIOS upgrade for Ryzen 5000 is available for your Mobo, maybe grab a 5700x3D. It is a budget beast and pairs well with a 7800 XT and if a bottleneck would occur it won’t be very noticeable. Also you don’t need DDR5 which is expensive af.
Alternatively save more money for a complete new AM5 system.

I have a ASUS ROG B450-f mobo, I'm consistent on updating the BIOS and I assume is compatible with the 5700x3D.

If you have alot of money, the smartest thing would be a fresh, new build.
If you wanna maximize your value, buy a 5700X3D. It's competitive even among more modern X3D chips and really cheap too, in comparison. Then you could upgrade to something like a 7800XT, for example. Waiting til next gen would also not be a bad idea, AMD is looking interesting tho ofc before they actually reveal the cards and prices we wont know for sure.
You could also get the 5700X3D now for an interim upgrade. It should help get you some better fps even if the 5700XT is struggling.
