I mean the best one is really Riker's from BoBW:
RIKER: Fire up the engines. Half impulse until we clear the nebula, then punch it to warp nine!
Otherwise the two best of Picard's are in Generations and First Contact.

I’ve been watching ST:TNG for over 35 years. When originally broadcast, through reruns in syndication to having captured every episode on my DVR.
For me the best line is……no line, from a nameless Ensign at the Conn. They are escaping the Dyson Sphere and the door is rapidly closing and it is obvious the opening is too small. The Ensign calmly leans over, pushes a button and the Big E rolls 90° to fit through the remaining opening.
Gawddamn, gives me chills even writing about it!

Moore and Braga pointed out in their commentary track that Stewart is half-smiling when he says that (in what's supposed to be a last-second escape) and now I can never unsee it when watching.

The one from "Q Who".
Picard realizes that the Borg ship is repairing itself and it will be back in full form momentarily. He leaps up and yells at the transporter room to beam the away team directly to the bridge, tells Wesley maximum warp on his mark and barks, "Engage!" as soon as the away team arrives.
Tense stuff.

It really was, to the extent that when they message starfleet command when the Borg enter the federation seasons later to "let them know we have engaged the Borg" I got chills.
