I think that is a LAR big bore Grizzley. The bold handle is on the buttpad, cooling slits look the same. But I can't tell the bipod, and it looks like there isn't a scope fitted.

Judging by the badges they are members of the Kosovo Liberation Army during the Yugoslav Wars. Photo was probably taken mid-1990s.

Well the KLA was active around 1990, but they didn’t start getting really active until like 1996 if I remember my Balkan history. So 1998 is probably spot on.
