I don't think it's the UK -
The letter-number format is the same as France or Italy IIRC, but it doesn't match their printing styles.
The flag is not a real flag - again, could be wrong, but I don't think it's definitely not a country flag, or a county flag. The only match I can find is the flag used as a warning flag on race tracks.
I have seen similar things to this before....ambiguous plate the could be foreign looking and not traceable on ANPR....if you're familiar with the movie Snatch, Brad Pitt's character may have been seen driving around in something like this, in a deleted scene perhaps.
I'd post it to r/cartalkuk who may be better equipped to answer, as the two answers already here claiming UK are wrong.

Well yours is the most concise reply so far. Adding to your brilliant info, a few other countries use this letter/number format, Croatia, Slovenia and Slovakia are some examples. It’s the white on blue plate itself matches with the UK font style that threw me, plus the dodgy flag and the blurry coat of arms bottom left. Obviously, the text at the bottom of the plate would have given the best clue so hopefully OP or their O/H can spot it again and have a better look.

The grey/white digits on black background is the style from Malaysia. The font format is an older uncommon format but still around on older numbers.
PK was the prefix for the state of Perak in Malaysia prior to the British Administration, and variations of PXX have been used in the state of Penang since. I'm leaning towards this being an old original Perak plate given it's use of old Font Format is often found with really old numbers there.
Either way 99% sure from Malaysia, RHD and plenty of Japanese imports there. Most likely sent to UK when someone moved if they had an emotional tie to the old plate - plates must be kept on a vehicle if you want to hang on to them.

Oh ok? Can you drive vehicle on the roads that doesn’t have an MOT certificate to prove it is legally safe and roadworthy?
I thought that this requirement applied to all vehicles.
(Also, There’s a garage near to me that advertises doing MOTs for taxis)

Right hand drive limits the origin of the car somewhat, but I didn't see anything matching.
Singapore has silver on black , but their format is generally 3 letters, 4 numbers, 1 letter. Even if it has fewer initial letters or numbers , the last character is a single letter.
One other alternative is an possible old style French number plate , there's some examples here on a site that produces modern reproductions: BLACK 520 x 110 mm license plate with GREY DIGIS and GREY BORDER. However, I didn't find any reference to this style of letters-numbers-letters being valid, French plates were number-letters-numbers.
The Netherlands uses 3 groups of characters, but hasn't yet got to combinations with 3 starting letters.
The answer must be at License Plates of the World somewhere, but I don't have the patience to search through everything thre!

Looks like an SEA plate. Owner was likely able to import it as part of moving to the UK. Or it’s just dodgy and has been stolen. Or the owner has no idea what UK plate format is.

I have no idea but I'm intrigued so posting so I remember to check back if someone comes up with an idea.
It's not Guernsey they're all numbers, Jersey and Gibraltar are all numbers except the J or G prefix respectively.
Black and white number plates should only be on older (pre 1970 something) but enforcement is limited so you do see it on newer vehicles anyway.
But the pattern is weird, two letters, three numbers, two letters isn't right.
I wonder if it's a forgiven registered car that lost its number plate and that's all they could get made km the uk? But it's right hand drive, so that limits the options.
