When China reformed, it allowed foreign investment on the condition that companies shared tech with Chinese joint ventures: technology transfer for market access.

But now that China has developed a big technological lead in strategic industries like electric vehicles, the EU is suddenly demanding that Chinese firms transfer their own technology to European firms.

Will Europe be accused of "intellectual property theft" as well? Of course not, because when the West does it, it's okay. The imperialist West makes up its own arbitrary, self-serving rules in its hallowed "Rules-Based Order".
