A yellow bus being used as a shuttle at a hospital, stopped to unload passengers, no flashing yellow lights or red lights or stop arm, do you need to stop?

I don't think they do it that much, but I've seen school busses cover up the school bus sign when transporting day camp or church passengers. I believe the flashing red lights are only used when picking up or dropping off students for school.
