Best Budget Upgrade for i7 9700 non K

Hello guys, looking for some guidance on how to proceed next with my pc upgrade.
Currently i have a PC and a Laptop with current specs:
PC:
I7 9700 non K
RTX 2080 Super 8GB
32 GB RAM DDR4 running at 3600Mhz
Samsung SATA SSD 960 1TB
WD Black HDD 1 TB
Kyo M2 SSD (Cheap Chinese SSD mainly just for games) 1TB
Laptop: ASUS TUF A15
Ryzen 7940HS
RTX 4070 Laptop GPU 8GB
Upgraded DDR5 RAM from 16 to 32GB (Forgot which brand i used)
Main M2 SSD 1TB from Asus
ADATA XPG 2 TB M2
Question is, i think both laptop and pc performance are good and on par if checked on benchmarking sites, but on games my Laptop runs better (no shit).
What do i do with these 2 PCs? Which CPU do you recommend and motherboard that will not break my bank for my Desktop PC?
I want to sell my Laptop, if i did, which parts should i get next?
Im gaming on 1440p 27 inch.

Your laptop is a decent bit faster.
If you need portability sell the desktop.
If you want maximum performance sell the laptop.
R5 7600, B650, 6000 CL30 DDR5, RX 7900GRE would give you an upper mid-range experience for $930. Direct upgrade path to an R7 9800X3D if you want in the future.

Since those X3D chips have recently increased in price, i dont think i'd have better options than to get 7600x... Seems like the first thing i should upgrade is my CPU, which in order to do that i have to get a new AM5 MB and DDR5 RAM. Right?

The 7800X3D and 9800X3D prices are due to high demand, the actual MSRP hasn't changed and in 6-12 months they should be affordable again.
Yes, a CPU upgrade will require a new motherboard. There are some options like the R7 5700X3D that would let you reuse your DDR4 RAM if your budget is tight.
