After stopping at a stop sign that has a crosswalk then creeping farther up to gain better vision, will you get docked points off of a behind the wheel test if someone is trying to cross while you're waiting for a safe moment to go?

Assuming that you yielded to a pedestrian that was already at on the initial stop but a new person that wasn't there arrived.

The proper way to do a stop sign (on a driving test) is to come to a complete stop before a crosswalk or stop line, where the car fully stops moving (helps to push on the brake fully to be 100% sure), yield to any pedestrians, then proceed when safe. You can creep up if you can't see, but you have to do a complete stop again before proceeding.
You HAVE to yield to any pedestrians no matter what. On my test I was marked off for failing to yield to a pedestrian after they waved me through, I waved them through, then they refused to go and kept waiting and waving me through. It was only a point off, not a critical failure.
The only immediate fails you can get is anything that puts you or others in danger, really, but speeding in a school zone is also an immediate fail. Go 3-5 mph under the speed limit. That way, if the limit changes, and you don't notice, you aren't marked off for speeding and can slow down.
Driving tests are very much by the book, don't worry about other people, just yourself and following the law exactly as written.

What if you creeped up so you're in the middle of the crosswalk, and someone who wasn't there before is trying to cross? Do they just walk behind your car or is it the law for them to wait?

I'd probably ask your driving instructor before the test to be safe, but I'd say to check the sidewalks before you try to creep up to be safe. Better safe than sorry, like I said, don't worry about holding up people behind you, they'll get to their destination just fine. Not your concern. But if that does happen, I'd imagine you just stay still and let them walk around you before proceeding. You may or may not get a point taken off if that happens, but as long as you do everything else mostly right, that's not a problem.

The only for sure "safe bet" answer is to not creep up at that point if there are any pedestrians around approaching that intersection who might be intending to cross and perhaps even verbally pointing that out to the testing person that "oh, I think they might be looking to cross so I'm going to wait and make sure..."
Though what you describe is for sure good normal driving behavior, declining to turn right and red when you can potentially do so (and are legally allowed to do so when not prohibited) doesn't mean you'll get points taken off for failing to do so. I don't think "failed to take the opportunity to turn right on red" is worth any points, whereas "blocking a crosswalk" or "unsafe turn on red" is much more of a strong potential for points being taken away.
Again, verbal narrative: "yeah the street view here doesn't provide a clear line of sight for oncoming traffic so between that and the presence of these pedestrians I'm just going to wait for the green light/arrow."

If someone is in the crosswalk, you don't go. If you were there before the pedestrian came up, then they entered the crosswalk they might be a jerk, but you still should wait for them. This is a safety issue. The law in your area may say this is okay. Always use your best judgement to keep safe.
