PC won’t boot after shipping

I shipped my pc about 2 months ago and it has been sitting in the box. I recently set it up and after plugging everything in, it turns on, with some fans spinning and the case lighting up, but it doesn’t fully boot.
Whenever I turn it on, the fans spin up until a small led by my motherboard/RAM blinks at which point the fans slow down to a much slower rate and my pc appears to stop booting. It’s not connecting to a monitor or anything so I can’t actually figure out what’s wrong. I already tried removing and reinstalling RAM.

How can you tell that it is not booting then? That just sounds like it's completed BIOS boot and gotten into the OS where different fan control kicks in; why exactly do you think there's a problem?

The monitor is plugged in and on, and I let my pc sit on for 10 minutes and nothing happened. The monitor still showed no signal

Are you plugged into the GPU and not the mobo? What cable are you using, HDMI or DP?

Try HDMI. My MSI monitor, for whatever reason, doesn't display anything on BIOS at boot over DP. It may be that your computer is booting into some BIOS message like your CMOS reset or your computer restatred unexpectedly or something.

I’m only saying this cause mine is dead , every time I boot up I have to F9 on the bios screen or else itll black screen telling me to reboot
