Is there anything I can submit for that they have to reimburse outside of normal quick repair or fair rental value or something like that. The house was empty at the time. I am excellent with photoshop

I never knew public adjusters were viewed negatively. My brother fell into it as a career and he's providing a legitimate service to countless families who are constantly getting screwed over by insurance companies. He has a background in construction and the level of knowledge from the insurance adjuster side is pitiful.

Anything stored in the basement specifically identify what it was. Say you had a toaster in the basement. Don't just say "Toaster". Because the adjuster has a list. If you say toaster, they consult the lifimamd find the closest match to what you said.
If instead you say "Toaster from x place with y feature and z finish" they replace it as described.
Don't go too overboard. Like for a toaster if you say that, it's fine. But if your house is junk, and the things you have are junk, nobodies gonna believe it if you say "4k samsung tv 100" with Playstation, Xbox, gaming pc with x y z".
Keep it in the realm of possibility is what I'm saying. Don't outright commit fraud, but talk up your stuff a little. If you had a 70"tv, no, you had a 76" TV. If you had a midrange pc, you had a midrange+ pc.
Also make sure that they test for mold. If the city is accepting liability, that means they're accepting a long tail on this claim. Could be open on their end for 2 years.

Check Facebook marketplace for broken high-end appliances. Look for a Wolf or Viking stove and SubZero fridge. Broken game consoles that may have been ruined by the flooding are also a good purchase. Make sure to get one of every game console you can find floor? or cheap.
Are all your destroyed bedding and towels from high-end stores? How about the designer clothes that were in the laundry baskets on your floor? Did you even remember that those Versace shoes were under bed next to your hand-made cowboy boots?

You can try to invoice for your time at some reasonable rate like $35/hr. If you can explain how whatever you did "mitigated further damage" they will often cover it
Also, take the time to look up every damaged item by model number. Insist that they provide the same in replacement. If you say "Toaster" then you are getting reimbursed for a $10 Walmart special. If you say "Bre Elle air fryer/digital toaster combo" the. Your payout is better.
