It's not that they're too poor to afford PKMs, it's that they can't decide if they want to use PKMs or try and bludgeon the INSAS derivatives into something that actually works.

In that case, this is embarrassing.
I always just kinda assumed that India has a low military budget considering the kind of junk such as Insas and cheap Russian gear that they have used.
Then again, India has a huge population as well, so 50 billion USD might not go that far anyway.

Sorry I was wrong it seems like Indian military budget was 75 billion USD 2024-2025.
If you take a deeper look at indian military you will notice a heap of problems. For example they use like 30 different types of rifles in their arsenal.
They procured rafale after like 12 years of testing and their own tejas has been in development for like 35 years.
It just an overall mess over there.

It’s called a Patka, basically a steel band wrapped around foam. Looks like some pretty unserious PPE

They're surprisingly comfortable to wear (I have one) and the theory behind them is sound. The steel band is (allegedly) able to stop some pretty serious rounds and you're more likely to get shot in the side of the head so the idea is to have it there to protect you from getting shot in the head.

True, but I somehow question the ability of the person's skull to decelerate a rifle round without causing major internal damage even if that round doesn't actively penetrate the skull.

I take it more as protection from schrapnel, like a traditional steel helmet. It also would brobably stop a glancing hit from messing you up too bad. Certainly not useless.
Side note, they look like the rebel helmets from Empire Stikes Back.

The original intent was specifically to stop people getting insta-dropped by a shot to the head and the design is such that it wouldn't do much for shrapnel. The other goal was just that it was cheap to produce.
IIRC the rebel helmet designs were patterned off of the patka but I'm not a Star Wars person so that might not be true.

Maybe if you got shot by Makarov? I assume they are probably around, being packed as BUGs alongside their old friend the AKM. Also would probably help to stop a ricochet or a round that's gone through a wooden door.

The steel in these helmets is quite thick. It's rated to be able to stop a 7.62x39 round and there are stories of it stopping a 7.62x54r. I wouldn't actually trust it myself to do that but the intent was for it to be able to provide protection against rifle rounds.

It's round, so you have a good chance that the round could glance off if it's not a perfect hit. Probably still good for a concussion,
