Internet is designed to be redundant (and should be outside of isolated places), but a loss in redundant channels introduces the risk of failures or can raise costs (re-routing over higher cost nodes).
Lose enough links and performance will degrade (and/or cost will rise.)
It is better to have far more links available than are actually in service (or not utilizing them at full capacity) to keep pace with growth and avoid interruptions.
