I know this may be inviting trouble, but can any NZer or someone in the know explain what the bill does in an objective way, and explain the rationale from both sides?

From NZ here. The treaty is pretty shoddy as far as founding documents go, given it was written in only three days, 180+ years ago. It has two versions, one English, one Māori. A key sticking point is the idea of sovereignty. The English version says sovereignty is granted to the crown, Māori disagree as the translation is imprecise.
In recent years there has been an idea of “treaty principles”. They can be quite nebulous and I doubt most other kiwis can confidently identify exactly what they actually are. These principles have been used to establish Māori representation across a range of things such as education and healthcare. While it seems like a noble cause, it has often elevated unelected Māori representatives into consultation roles. The rather vague “treaty principles” has then been used as a club to beat down dissenting voices. A significant proportion of NZ voters resent what they see as special treatment in a supposed partnership, which saw the ousting of the left-wing labour+green party alliance and the introduction of the right-wing national-act-nz first party coalition.
The act in question aims to codify exactly what constitutes these treaty principles. I can’t say if there is some more nefarious intent coming from the current coalition government, but it should be noted that the leaders of both the populist NZ first party and the libertarian Act parties are both of Māori descent themselves.

The Court settled on the treaty principles, to the agreement of both parties to the treaty, Iwi and the Crown.

That happened literally only on the Chatham islands, it has no relation to the position of Maori people in society as a whole. The Moriori share the same descent as Maori, they weren't a completely different people. You're making it sound as if the Maori as a whole replaced the original inhabitants of New Zealand, which is absolutely not the case.

Yes they are part of a joint organisation and see themselves as fighting the same fight.
One of them even made a formal complaint that Mazda used a Native American band in an advertisement on the basis of "as a fellow native peoples".
