I'd imagine the OG-7V HE/frag doesn't have a rocket motor as it's not necessary. The purpose of the motor on the PG-7 series HEAT rockets is to increase accuracy in that the operator doesn't need to calculate ballistic drop, and to reduce time to target. The motor burns the until impact, or the rocket self destructs shortly after it burns out. Adding it adds weight as the solid fuel is just as large(and I'd imagine as heavy if not more so) as the propellant charge. The OG-7 can still make around 1000m in range being fired indirect, and can be used to fire over obstacles like a mortar.

The TBG-7V thermobaric is designed for direct fire against fortifications. It has a far smaller lethal radius than the OG-7V against infantry in the open.
