ULPT: How can I get my neighbor to stop sneaking on my property and taking photos of my property and reporting every minor thing to code enforcement?

I've had to deal with code enforcement like 5x now. They have only found one actual violation. The people reporting me I am assuming keep doing it because I am selling my house and they made a super low ball offer, I told them no. The wife went bat shit and started screaming at me that I don't know who they are and they will own my house for what they want blah blah normal karen bullshit. Code enforcement officer let it "slip" who it was and that yes who reported me has been trespassing on my property. Big shocker it was lowball karen who's been doing it. Regular cops won't do anything about it where I live, so what can I do to get them to stop?

I used to work for a city and legit this works.
Works in the opposite direction too. They got an app for people to make reports. One user would make 20-50 reports 4 mornings a week. (Retired man walked every other morning). We learned his user name and all of his reports were petty so I would just close the work orders without doing anything.

My band used to call in a noise comaint every time we were packing up for a show or just hanging out together without jamming, since the neighbors called in on us all the time. We were definitely respectful of how loud we were when we would practice but no natter what the neighbor constantly called. If you really believe that the cops are “lazy and incompetent” for not aggressively handling your petty neighbor disputes, then you have little understanding of the function of law enforcement. Consider the reactions if they did show up every time you were mildly perturbed and hauled your neighbor off to jail. There would undoubtedly be howls of “what a waste of my tax dollars!” and “why don’t they fight real crime?” Instead of crapping on the cops when the government doesn’t fix your problems, just handle it yourself.

Same exact thing is going on with me. The cops said that nothing can be done unless they refuse to leave the property. That walking up my driveway and taking pictures isn't trespassing because they don't stick around. It drives me nuts and one of the people who does it is in the HOA.
I confronted her and her creepy ass son who will just walk right behind you when getting out of your car. I have a wife and daughter, man. I called the non-emergency line and was told that. I reached out to the HOA and was told their lawyer will be in touch.
I responded by thanking them for finding an adult I can talk to. It's been 2 months and no lawyer has reached out. I really hope the lawyer got a good laugh at the very least. Either way, no one has been on my driveway since.

try to bring it to their higher ups then or at the very least ask for a police report showing that they were called for trespassing and harassment so you have extra evidence to get a restraining order. once you have the police sign off on a couple of reports stating what you called them for, acknowledging they aren’t going to trespass her, and they are aware of the issues it gives you better leverage for a restraining order. also like other ppl said get cameras, a lock for your gates, and no trespassing signs. restraining order is gonna be relatively quick to file for

How are they refusing to trespass them? Did you provide them any proof beyond telling them its happening? Because that's hearsay and simply won't get a guilty conviction in court. The other poster suggesting a camera, or cameras is right if you want Togo forward with prosecution. No trespassing signs.
If you know what neighbor is doing it, look up the process for your state of sending them a 'No Trespass Order,' through certified mail. They have to sign for it and the local police get a copy. They, specifically, will be trespassed from your properly, with no mixed words or doubts. That alone may help deter the activity.
If there's no fill in the blank forms you can find, a lawyer should be able to make you one for a very reasonable price.

If you want the real adult person answer; find a lawyer to write letter to the neighbor that you will file suit if they trespass again.
If you live in the US, you can sue under trespass if someone enters your property without permission. You don't need to show property damage, or any intent beyond their intention to enter your property.
The cops don't need to be involved as it's a civil action.

I do live in the deep south and I've bought and sold several houses. I do know that "code enforcement" is lax in most southern states especially for houses that were built years ago. Like if your stairs in your house aren't up to 2024 building codes then the city can't come to your house and make you rebuild your stairs to 2024 code standards. Also, most cities in the South don't have a lot of money to spend on code enforcement employees.
The only "code enforcements" would be city ordinances like you can't build a fence over a certain height or you can't let your grass grow higher than 12 inches. If someone keeps reporting the same property for false ordinance violations then the ordinance department will just quit going to that house or they will quit taking complaints from that person.
All you did was make up a story with all the dog whistles that makes redditors upvotes made-up stories. I'm surprised you didn't say she kicked your dog after she screamed in your face after you would accept her offer for your house.

Go to the city/county/district attorney and talk to them. People think that you can simply call someone in for trespassing but generally, in most jurisdictions, you have to follow certain procedures, namely that you have posted signs and sometimes, that you have specifically warned certain folks about it. If you contact the local prosecutor and tell them that you've got this problem and want to get the law enforced, they'll help you out with what needs to be done in terms of paperwork and evidence.
If that doesn't work, tell them you're going to the city council or county board meeting and will bring this issue up during public comment. In my experience, that gets them off their asses and gets results.

Or file for a restraining order for your property and family. It's a pretty straight forward process. Every time they break the order, call the police. If they don't respond, call the non emergency and request a sergeant or shift supervisor. If that don't work, call the AGs office in your area.

But if you shoot someone, even with bird shot and they are even just barely scratched, you are looking at a swat team type response from the police. Code enforcement isnt an emergency service, they aren't required to respond to every call they get. Id suggest going to or calling their office and explaining the situation. Considering they've already inspected the property several times, if you can convince the people in charge of the department that all the calls about your house are bogus, malicious, and made with due to a ongoing dispute with your neighbor, they will likely change the way they handle the complaints going forward. Usually the offices are small and understaffed. If you open a dialog with them, they will probably work with you to some extent. They may not be able to ignore every call they get. But at the minimum they can delay response time to the calls and cut down on the frequency of inspections severely.
But I'd definitely open a dialog with them and keep them in the loop about this dispute with your neighbor.
Id also try filing complaints with the police, even if they dont do anything about them, to atleast create a paper trail. You will probably need cameras to prove they're trespassing or breaking and entering, put them at every point where they might gain illegal entry.
And you'll need to lock your fences and put up no trespassing signs, so its an actual crime if they knowingly attempt to circumvent the locks and enter. If you dont have fences/gates in some areas, put up temporary barriers of some kind, that require some vandalism to circumvent, with cameras aimed in those areas.
Its a grey area whether its illegal to walk in someones back yard when the gates are unlocked and no signs are posted. Technically its illegal, but cops probably wont bother if its a civil dispute with a neighbor. But circumventing a locked gate or vandalizing a barrier is different.

Technically yes its illegal. But Police are unlikely to enforce it without some form of criminal intent or property damage or circumvention of locks or ignoring of clearly posted "no trespassing" signs.
The grey area is whether going into someone's back yard constitutes criminal trespassing. For instance you can knock on someone's front door and although you are 100% trespassing on their property the moment you step foot on their front yard, you cant really be charged with criminal trespassing unless they ask you to leave and you refuse to do so, or if the owner tells them they aren't welcomed on the property and they return knowing they have no consent to do so.
Legally the front yard is no different than the back yard, its all the same piece of private property under the law. Stepping into their front lawn is just as much trespassing as stepping into their back yard. The only distinction is perhaps a gate which should imply to people that they have no consent to go past this point. My recommendation to the OP was to remove any ambiguity as to whether the neighbor could claim ignorance as to whether or not they had implied consent to go through that gate, to make it easier for police to charge the neighbor with a crime. Best ways are clear "no trespassing signs" and locks or barriers.
While any trespassing on private property is illegal. You also need to make things easy enough for the police to enforce the law and courts to prosecute, otherwise the police will likely just ignore it. Because they're looking for laws that will actually be prosecuted. An old nosy neighbor lady wandering into someone's backyard probably wont make it to court, and probably wont lead anywhere. But the same actions for instance by a complete stranger with no explanation for the trespassing might though, because its possible to even push for attempted burglary depending on the circumstances. A DA, judge, and jury will see these two individuals very differently. Ones just a nosey old lady and the other is a potential burglar, despite their actions being the same. But how they appear and their intents greatly change how they perceived. And police tend to avoid enforcing crimes that they know will just end up wasting the court system's time. But if you lock your gates and put up signs and cameras, you give the police crimes that they can enforce, crimes that could be prosecuted and not be thrown out, evidence that would stand up in court, things that would sway a jury, etc... Because now you'll have evidence of the nosey neighbor taking extreme willfull actions to force entry onto private property with complete disregard for signs forbidding access.

This is the best response. They’re also human beings and will work with you on issues in my experience. I had a problem with a junk car in my driveway. Where I lived at the time any car visible from the street had to be currently registered and road worthy; no flat tires, no rusted husked with 1/2 the engines out, etc.
I wasn’t ready to let the car go when I got hit with a code violation, and I didn’t have a garage to store it in, but I called them up and talked to the guy who actually wrote the violation and just explained that fixing it wasn’t in my budget and it couldn’t be registered until it was repaired. We talked about a bit and came up with a plan. I spun the car around in the driveway so the rear plate wasn’t facing the street, threw a car cover that went down to the tires over it and called it a day.
They have to do their jobs, and you might end up talking to a dick with a power complex, but you might just get the upper hand out of the situation, and there’s no conceivable downside. Call them up and let them know what’s up.

Totally agree. I’ve worked for a few cities/towns, and can confirm - code enforcement folks are human beings. If you have a conversation with someone there, they may be very helpful. They probably have more than enough to deal with anyway (most municipalities try to make do with as little staff as they can to save $) and responding to bogus calls is wasting their time.

Lawyer here. There is no grey area about whether it is civilly-enforceable trespassing to be in someone else's backyard without permission. The only implied invitation to come on your property is from the public right-of-way directly to your front door. Otherwise, crossing the property line is trespassing.
If you want an unethical tip? Report them back. Manufacture some violations, even. Is there anything you can do on their property that would cause them to be in violation?

Especially if they aren't trespassing at the time the police show up, if they even show up. Which is why I suggested that the OP essentially set a trap, where there was either some destruction of property, or breaking and entering involved on camera.
Im not a lawyer, but I ran an Alarm Company for years. Police are very soft on crime with no damages or theft or forced entry. For an old neighbor lady, theyd probably just give her a warning at most. They tend to be much stricter when property is involved, when there is a loss or verifiable damage of any kind. They have to make at the minimum make a report on that. They cant handle it off the books with verbal warnings and lectures.

So as a former prison worker, I knew many many inmates who thought this. Please understand that the "make my day" law is very specific and not at all what you think it might be. They have to actually be a threat to you (state mandated size/sex/stature laws implied here).

And where I am now, we reported the woman behind us for her trespassing, constantly coming into our yard to trim things she thought were growing too much and leaving debris by our fence to stop plants from peeking through the slats. The cops spoke to her once and she stopped. But the call had to happen while she was in our backyard.

Well if you get a restraining order it applies to your property. Not just you LOL how they going to live in a property they have a restraining order preventing them at? How are they going to send somebody to do anything like inspections because that would be a third party contacting you and they are not allowed to have a third party contact you.

It depends. If you need to subpoena information you will probably want a lawyer as the cops usually never give out information containing the name of the person who reported a violation. Subpoenaing for information may require a lawsuit be filed in order for you to get it which is where a lawyer would be helpful.
So while you can get a restraining order without a lawyer, because of how they are targeting you, I would probably get one because it isn’t as clear as day with a case where you have a situation like an ex-boyfriend/girlfriend trying to physically harm you.

Yes you can request it through those means, but subpoenas and FOIA work differently. FOIA will still likely protect individual privacy so you could probably get a copy of the violation but not who originally made the complaint as it is the locality that actually issues the citation (not the individual who reported it which is what is needed in this case).
Now it sounds like the police did let it slip once on who was reporting the violations, likely because the police are even annoyed to have to check it out again, but you won’t get them on record saying that neighbor x made the complaint as that could get them in trouble.

Yea, I thought of that. Vinyl 6ft fences can start at like $5,000 and usually go for more. Maybe you could do wood for cheaper but I wouldn’t be comfortable being able to put one together and have it look nice. Plus, you will likely have to get a permit to build one and may even need a property survey to ensure that it is built in the right spot.
Also OP didn’t say if it was front or backyard that was being cited for violations. On top of all of that, my bet is that the neighbors would then try to say that the construction damaged their property or that it is built over the property line so it would only lead to more headache dealing with them.

I mean, there are plenty of other options that OP could do like asking the neighbors for there personal info pretending to get documents ready but instead signing up them up for all of the advertising services out there (mortgage refinancing companies, typing their info into Angie’s List, being interested in a time share, comparing insurance quotes) all of these people are relentless when it comes to contacting you and will definitely annoy the neighbor if they get hit all at once by these services.
All that being said, if OP does that and is found out then there goes any chance at OP being the one able to obtain a restraining order. And if the neighbor violates the restraining order they could end up with a fine or in jail which would better help solve OPs problem.

The reports may or may not have gone through the police, depending on how code enforcement works where OP lives.
Whomever they went through, you'll probably need to subpoena access to the records because in the US at least many jurisdictions have "anti retaliation" laws where code enforcement will actively hide the name and address of the person who reported the issue so that (in theory) you won't retaliate against them. An attorney once told me it's a federal law of some type, not sure on that.
In practical terms, the system ends up protecting harassers and busybodies who report people for being "messy" or for not being white.

That case was a “stand your ground” case, not a “castle doctrine” case. The George Zimmerman incident is completely irrelevant. In most states you have a duty to retreat if you are not in your dwelling. “Stand your ground” removes a duty to retreat while outside of your dwelling so long as reasonable, imminent fear of death or grievous bodily injury is present. Given that you are in the process of selling your house, the lowest risk thing to do is to contact a lawyer and have them send the psycho neighbors a demand letter to stop entering your property and interacting with your family, friends and visitors. This usually stops many serial trespassers. But it may embolden them as it can for some very entitled people.
If that happens, you want to bring out a bunch of people to be "secret shoppers" at your home (friends and family) to act like they are seeing your house for potential purchase or waiting their turn to go in and see it but really their purpose is to run them off for you if they come around your home showings and open house. We had a psycho once who tried to tube our home sale. He was mad because he wanted all our tall trees cut down. We didn't do it. So he stood on he curb during our open house and all our showings and put all his junk from the garage out curbside five minutes before open house beginning.
The other thing you can do is to get a neighbor to call the cops and tell them there are suspicious people in your yard whenever they are seen on your property. I assume the cops wont come for you given that you've called them already. A new caller might get them out and when they arrive and see your psycho neighbors might interrogate them at least.

No, but it was pretty textbook if you read about how the scam works. This guy had a large house and he lived alone, needed some extra money, so he rented out part of the house to a couple on a month-to-month handshake. These squatters know who their targets are and they know the laws for eviction. They were eating all the food, partying, running up the heat and AC, and just generally trashing the place trying to get the owner to leave. Somehow, he managed to stick it out and was able to finally evict him, but he only got a couple of months of rent out of them and they caused tens of thousands of dollars of damage to this guy's house. I'll have to ask my brother what happened after. I think the guy is happily paying for more house than he needs alone.

Nope. If you are living there then you can’t be trespassing. I’m sure it varies state by state on what it takes to cross that threshold and also what it takes to remove you, but that’s the gist. A friend crashing on a couch for a few weeks for free can turn in to a long legal struggle to evict them if they don’t want to leave. You can’t even do things like change the locks while they are out. The details vary quite a bit but basically yeah. You can’t be trespassing if you live there.

I've reported her and her husband for trespassing. The police here do not care and won't do anything about it even with photo/video evidence. They told me to go file a civil lawsuit. Also where I live, you call the cops enough for something they already refused to do even if it's their damn job and they'll make you a target, and the cops will start harassing you too. I'm not trying to get harassed by her and the cops.

That shit pisses me off so much. I am far from an ACABer, but you read/hear/see stories like that (and it's backed up by my own experience) and it's like "what are we even paying you for". And,no, I wouldn't expect them to come out and haul her off to jail while I sat laughing on my porch with a mai tai in my hand... but often situations like this can be resolve with just a "visit" by the police -- wherein the officer informs the person that she can't go on others' property without permission and if she continues to do so she could be arrested. It wouldn't "scare straight" all the Karens, but it would some. But, no, they can't be bothered.

I’ve been dealing with the same thing along with other targeted harassment from my neighbor. Cops won’t do a thing. Here’s what worked for me:
Next time code comes though, start by telling them you’re recording for legal purposes. Then you need to tell them that since they’re being sent by the neighbor which has been harassing you, that they’re knowingly complicit and an accessory to the harassment and that you’ll include them personally and the city itself in the harassment suit against your neighbor if they don’t stop.
Report to them a lot of the places with similar violations, valid or not. Bonus points if it’s on public city owned property. (My city tried to get mad at spider webs in spider season, so I bitched her out for all the places in the city that have spiders, which is everywhere. She tried to get mad at dead weeds, when every lot in the city was covered in them 10x as much)
Then explain to them how municipal code is legally only valid when it is equally applied and by returning to your address repeatedly, knowing that the reports against you are based on harassment and retaliation, while ignoring other code violation reports throughout the city and even on their own city property, then what they’re doing is clear harassment and you’ll gladly drag them into court for that lawsuit if they want you to.
Get it all on video and they’d likely be scared to come back at all and certainly don’t let them on your property to inspect anything.

Get a motion activated sprinkler used to keep animals away and set it up where they trespass at.
You can use 12 gauge perimeter alarms that use blanks to scare them to keep away. These are legal typically (check your local laws) AS LONG AS YOU ONLY USE BLANKS. Do not load anything else into them.
Since this is unethical life pro tips go out there with an airsoft gun or pellet gun and hit them with it many, many times. Set up targets in the yard for shooting too so you can say it was an active range (though that second part may be a stretch).
Send random things to their house warning about trespassing like the mail a potatoe site, send verious things of feces from other similar sites too. If they confront you, record them and say "I did not know you were trespassing on my property, thank you for admitting it in camera" and post it everywhere, take it to civil court too.

In most states the minimum requirement for trespass is that you need signs posted, so i recommend doing that, getting cameras, and reporting him if the cops still won't you can go above them. Also, if you have a real estate agent who may show the house when you're not around, alert him/her about the neighbors--"If you see these people on the property, call 911 right away, then call me." Make it clear to the agent that you will not accept any bids from these people, and that if the neighbors try to play the "we're just looking because we may want to bid on it", to tell them to go pound sand.

Get photos or vid of them trespassing. Keep track of what's occurred - with dates. Write it all up. Learn how to write an affidavit. Get it notarized. File a complaint with appropriate law enforcement (town, county, city, etc) and tell them you want to file your affidavit and have your neighbor cited or charged for trespass. Look up your local and state laws that would apply and require law enforcement to enforce them.
If your neighbors are screaming at you, record that. That is possibly criminal too. Talk to an attorney. You may be able to get free legal advice through some community programs.
Law enforcement, in my experience, tends to be "hands off" unless you REQUIRE them to do their jobs. So, find out what laws apply and make an official complaint which includes a request that law 12345 be enforced, and for the reasons the law states it exists. (example: they are interfering with the peaceful enjoyment of your property)

Put the videos (with full audio) on youtube and rumble, make it go viral. Include her name and address. Leave anonymous notes on all your neighbor's doors with the URL to the videos so all your neighbors know they live next to a criminal Karen. Leave that same note on Karen's door, so when she gets home from jail, she immediately sees it. Hopefully, she'll storm over to trespass on your property again, rinse and repeat.

What made you decide that the police won't do anything for you? Did you already ask them about it? They should be able to issue a formal trespass warning to your neighbor. What this does is makes it so that if your neighbor trespasses again (after the warning has been issued), then they will face criminal charges.
In most places, you don't need anything special in order to get them to issue the warning. You should call and ask them, if you haven't already.

I had a neighbor doing the same thing, except it went to the township property inspector. I have cameras around the outside of the house. I would get letters in the mail that someone complained about something and in the letter, he would say a date that the property was inspected. Except it never was. Never showed on video. I ignored it. I went to court 4 times in 8 months over the same thing. Nothing was ever wrong, because I brought it up in the first hearing that I'd get letters saying it was inspected on this date, but I have proof that no one was ever there. He started showing up. Never found anything wrong. After the 4th hearing, the judge told me that the district attorney is in the office on certain days and I should make an appointment to see if they would take a case for harassment. Everything stopped. Never got another letter. I don't care what the neighbors whine about when there's never been anything wrong.

It may seem petty when you file the paperwork, but you probably have a cause of action for civil trespassing. Their mere entry into your property is all that is needed to establish a right to recover-. The damages would be the harassment, but also every crushed blade of grass under their feet. Get a good camera with night vision, conceal it well, and find a big bulky decoy camera. You might get lucky and catch them damaging the obvious camera with video on the concealed one.

Trespass is also a civil cause of action in most places, not just criminal. Once or twice may result in nominal damages but repeated trespass could trigger punitive damages including a restraining order (RO). An RO would probably be granted regardless of whether you filed a trespass claim. There might be other actions available but I don’t know where you live.
Even if a plaintiff’s lawyer wanted a retainer a win would likely include attorney’s fees. Damages are presumed in most trespass cases meaning you don’t have to prove that you suffered a loss.

What I learned recently through experience is that someone can report you for trespassing even if you haven’t trespassed if they assume you MAY trespass in the future and want it legally clear that it isn’t acceptable. Can you be cited for something when the evidence was illegally obtained?? This was how my buddy got out of quite a few ordinance violations. The only way the inspector could get pictures of illegally parked vehicles or animals on the property was to trespass and go behind a latched gate. They did this without a warrant so the evidence was inadmissible. I would assume ( hate to assume) that this would be no different than someone trespassing to obtain evidence. It's illegal and cannot be used against you. Tell them to pound sand.

Better yet, go to a council/county commission hearing and publicly call everything out. All these people are giving you legitimate advice on how to handle this situation like a responsible adult.... I am not that person. So we know who and where they live? Time to retaliate with a well executed multi-layer plan.
First things are going on the offensive. I'd do would be get in touch with some of the neighborhood kids, pay them to do normal childhood pranks on them (Toileting Papering, egging, ricing their front yard, bologne on cars, bird seed on the roof, the works....) Nothing that would get the kids in trouble "IF CAUGHT" but enough to be a pain.
Next thing I would do is some research into these peoples past lives, find the names of ex lovers, wifes/husbands/gf/bfs. Send letters, gifts, flowers, to these peoples addresses pretending to be the lover, ideally set up re-occuring deliveries or send the letters a few days after anytime you notice that the husband or wife is home alone. Try and send these letters to their work as well.
If they have a child, prank call them from a blocked number pretending to be the police or school, saying theres a problem, their child is safe but they need to report to the station/school ASAP... Im typically for leaving children out of it, but fuck em, this is unethical life tips....
This only works if they aren't apart of one of the super religious groups. But schedule a shit ton of meetings with missionaries from the Mormon or Jehovahs Witness churches, you can legit schedule meetings online or via phone and all you need is their name and address. Ideally schedule these for as early as possible on the weekends.
Post Craigslist/FB Marketplace ads using a fake allias for anything "Free" but it has to be picked up between 5-8am on Saturdays and Sundays only. State in the ad to pull into the driveway and honk the horn before ringing the doorbell.

Find where they are entering your property. Put a motion activated sprinkler with a water reservoir. You want to be able to move it easily. Fill the reservoir with water and either a super stinky spray/skunk spray, or go to a hunting/sporting store and ask for animal urine to put around your property to deter other animals.
Put it out at night, pick it all up in the morning. No evidence it was ever there.

My city has an "anonymous" tip/complaint line. What kind of property is this?
Unless you have a lot of land, they will still be able to see any violations without entering your property. And getting a cop to enforce it is going to be next to impossible in most areas.
They will likely say that, unless they are still there and refusing to leave, it's a civil matter. Civil trespass means you would sue them yourself...but without damages it's going to be pretty hit or miss.
If you have a bit of money, you could hire a lawyer and get professional advice for your area, but I think the general advice of pursuing them for their trespass won't actually do anything. At the very least, it would take time and you are moving.

Let me.tell you a quick story.
A friend of mine lives in Canada and there is a local regulation that they can't tap their trees. They live in a rather developed swanky area and neighbors don't like the esthetic so that's what they voted.
So what did he do?
He put up small fencing around the trunk of his trees to block the deer. You see, deer rub their antlers against the tree to get the velvet off and it damages the tree, so putting up a small fence to block it makes sense.
...and he taps his trees behind that.
Lo and behold the city issued a fine and he fought it. There in court he asked them of they had any proof. They didn't. Just a code enforcers eye witness testimony.
And after he provided that, he asked if they had a warrant to search his property. Because unless you walk onto the property and peer over the fence and see behind it you can't see anything.
He ended up getting the fees tossed, and I would take a similar approach.
He may get another photo or two, but at that point, if he had to physically trespass on your property to get those photos...then they essentially damn him. He's providing irrefutable proof he is routinely engaging in trespassing, and how his ass is in the fryer.

What you are describing is called “Tortious Interference”. Your best bet is to call a lawyer and have them write a demand letter. Basically telling the couple they will be sued if you have to take a low ball offer because of their interference. While you could certainly sue and maybe win, it will take at least several months before you see a courtroom. Whereas if the demand letter from an attorney scares them off, you could be done within several days. And a letter should only cost a few hundred dollars.
Unethical options. As others suggested, motion activated sprinklers. I would rig up some blink cameras and set up an air horn or blue tooth speaker I could activate remotely. Might also tell the neighbors if I can’t get a good enough price I would make my home a section 8 rental.

A lot of bad advice regarding using a firearm here. Not only for OPs sake, but anybody reading…..there is no state in the US that allows the use of deadly force to protect property. The only exceptions to this would be castle doctrine states (you can defend your OCCUPIED DWELLING) and using deadly force to prevent arson (your state laws may vary).
Put up a fully enclosed fence. You can get a cheap chicken wire type one at the store. Make sure that they either need to climb over it or touch it to get by it. Coat as much of the fence as possible with axle grease. Make them ruin their clothes if they wanna mess with the fence.

Did you try the sheriff? They have jurisdiction even in city limits. If law enforcement still refuses to act, hire an attorney to send a cease-and-desist notice, along with notice that they are not to enter your property for any reason with express, written permission. Have said attorney send copies to you and them, with proof of service, by certified mail, and have them save the original, plus the return receipts. Put up a camera where it will capture any potential trespass. Once you have that, then you can (probably) press charges even if the police themselves don't want to get involved.
Then sue in small claims court for the cost of the attorney.
Sue them for intentional interference with a business relationship, if they in any way interact with potential buyers in such a way that you are harmed.
Petition for a TRO on harassment/stalking claims. This may also lead to criminal actions.
Obviously, you need to be calling code enforcement on them. If they're doing any kind of work, then whatever body licenses contractors might need to get involved, as well.
Also, just to be a dick, when you do sell your house, make sure that the transfer specifies that the property shall not be conveyed to the husband or wife, in any combination, nor any of their relations, subject only to the RAP.

Install a good security camera and catch her in the act. Not sure what the laws are where you live, but some states require rural property owners to "post" their property with no trespassing signs. Those a cheap. I would put one up for the hell of it on her side of your property. You can go down to the county or city and ask about the situation. Ask them what proof you need. I had to do something similar when I was at my old house for noise. Someone had planted apple trees and the deer were having a field day so they installed one of the devices that airports use to chase off birds. It sounds like a small canon going off. It rattled my windows. The county was very helpful. Just be mindful of your tone... go in there sounded calm but fed up with the situation before it escalates on her side of things. You are afraid she might resort to more than trespassing.... since she verbally attacked you. If she accosts you again be sure you take your phone out a record her.

No, basically, they make sure you keep the outside of your property from being a danger to yourself or being full of trash or excessive junk (like having a bunch of broke down cars in your yard, broken windows your not trying to fix etc) some places code enforcement does also doesn't allow overgrown yards and the grass has to be 4 inches or shorter (this is usually in places where excess dry grass is a fire hazard or there are a lot of wild fires)

Be polite and understanding with codes enforcement. Talk to coach enforcement like they are not the enemy and get a good rapport with them. Eventually these people will actually piss them off and then they will piss off cops and then it will go very bad for them. This is what happened for me and I haven't had a codes enforcement violation in years. I have the heads of codes enforcements personal cell phone number on my phone because of a shitty neighbor. I also got my 36-year-old aloe plant back that a neighbor stole.
