Just found this subreddit. Took a trip to Dubrovnik Croatia a couple years ago and saw this revolver. Anyone know what it is? Only photo I took.

As a Croat, a lot of these badges tell me he was probably Jugo-war vet, and we had a severe lack of proper weaponary, as we had to raid JNA barracks and depots, leading to us having to improvise a lot of our weaponary early on (leading to famous air droped boiler bomb and naval mountain rolled mine lol)
So its probably just a makeshift revolver, simple as that.

That is locally made revolver in some obscure caliber, nothing uncommon tough.. Country had embargo on weapons so ppl needed to experiment.

It’s definitely craft made. Croatia saw a lot of craft made guns over the last couple decades. Some were very useful, others were more of gifts/attention getters. Looks like a revolver in a shotgun caliber, more info than that would likely have to come from inspection or the owner/s.
