Has to be Garrack himself, Andrew Robinson (if he can even be called a secondary actor), but if for any reason he's considered too much a main character, then it would have to be Louise Fletcher who was so powerful as Kai Winn that she should be more famous for that role than as Nurse Ratched.

Seriously can't believe nobody has yet said Dwight Schultz as Lt. Reginald Barclay, but here I am to do it. 5 episodes only in TNG, he definitely fits this category, and Dwight really knocked that performance outta the park. From the nervous and anxious Barclay to the suave and confident one and anywhere in between.
What an actor, seriously. We could have used more of him in TNG, but we did get him on Voyager, and that'll do for sure.

Majel as Lwaxanna. Every appearance is an opportunity to tell an entirely new kind of story. Some silly comedies, some poignant perspectives about aging, love, and loss. Both her and that character knock it out of the park no matter the genre or the cast around her.
