9800x3d Temp Spikes

As title says my new 9800x3d spikes to 90 Celsius whenever I launch a game like FiveM or Minecraft or whatever only for a split 1-2 second than it drops back down to 50-70 depending on the game.
I have the MSI MAG X870 Tomahawk MoBo, running a Noctua NH-D15 Chromax Black CPU Cooler, got the AM5 offset brackets and a CPU Contact frame using Artic MX4 Thermal Paste.
Housed inside of the Fracral Design 7 XL with an aftermarket front panel from ColdZero and I have the 2 stock fans at the front pulling air in from the room, 3 Artic fans at the top pushing air out of the case, 1 fan on the cooler, and 1 fan at the rear both pushing the air out the back.
I had another fan on the cooler but it was plugged into the Sys Pump connector and ran at 100% and whined like crazy so I unplugged it as I didnt wanna mess with it's curvature in bios quite yet to try and bring it more in line with the curvature I have the main CPU Cooler fan on.
But real question is, is my problem normal or should I be concerned a little bit? And if its a concernable problem how do I address it without obviously getting an AIO which I dont like the idea of getting due to me leaving my PC 24/7

Same here .
Idle is 22-30c
Gaming is anywhere from 40-70c
For some reason, whenever a game is compiling shaders, It'll spike to 80-85c for a brief moment, then back to normal around 60-70c gaming.
I think it's a normal thing for this cpu.

Same mobo/cpu combo. Same behavior when I launched games or shaders compiled. Seems normal for this cpu. Max operating temp is 95c so it hitting 90c for a moment is totally ok as long as it doesn’t stay there.
Try enabling PBO in bios and setting Curve Optimizer to -20. This lowered my temps quite a bit. I hit the mid 80s at most now.

I'm having similar issues.
9800X3D, MSI MAG X670 Tomahawk Wifi, Noctua NH-D15S. I repasted once and both times after I removed I had complete coverage. Since I upgraded from an AM4 board/CPU I figured maybe the old mount wasn't as compatible so I requested the new one from Noctua which I received and I decided to try a thermal pad this time. I get temps in the 40s-low 70s during games no problem. But when processing vulkan shaders before launching a game it spikes the temps up to the low 90s for a few seconds. I made sure to have my fan curve max out at that temp.
Even before I got the new mounting bracket I had no temperature issues during normal use. I only got the spikes processing shaders. I'm still not sure if there's something wrong with the mount, the contact plate on my cooler, or what.
