Imagine a superhero character called “A stitch in time” who has the power to save people from imminent danger, but the catch is that he will only save nine people at a time. If there are many people he will only save nine. If there are less he won’t even bother. Whether it is the limitations of his power, or a choice he made by his own will, the next morning’s headlines are always the same. “A stitch in time saves nine.”

He’d probably not realize this was a possibility and would just stand there, until an ally threw someone else into it. “Look, nine people! You can do your thing now!”

Then after a training arc, he power grew stronger. Now because there nothing defining what 9 is, it could be 9 continent , 9 planets, 9 parallels universe etc

Loophole:
If a team of heroes has nine of fewer people in it, they'd love to have him on board.
If they ever fail, or bite off more than they can chew, Stitch would swoop in and save them all. So the team can save even more people, later on.

“At a time” could really mean any unit of time though. He can only save nine people a year? Pretty pathetic. 9 people per Planck time and the world is a utopia.

This would be interesting if the superhero had to deal with the guilt/trauma of only being able to save 9. And the families of those he couldn't save.
Would be depressing as hell.

Interesting ... although, it's 'fewer' people, not 'less': if you weigh or measure it, it might be more or less what you expected, but if you count them there may be more or fewer than you hoped.
I want to propose that it should be nine in total ... over a period during which it is possible to save precisely nine people ... not just nine - it's a stitch in time, not at a time.
Also, it should possibly have to involve stitching something in some way - whether actually physically, or metaphorically speaking, doesn't matter (it could be stitching a bridge together with steel cables or repairing diplomatic relations between two nations on the verge of war, you get the idea).
