You can possibly merge what you have with a real steel 9mm barrel blank (chambered for your choice of cartridge). You would need to do some testing to see what you have. IMHO it is zinc and is a waste of your time and effort. If not grind away the plating on the blank gun barrel and see if you can get some silver solder to stick with white and then black flux. If you can get solder to stick a real 9mm barrel blank can be used, you know, intended for actual use. The process would be to take your blank barrel, cut out the barrel and bore a new home for the steel barrel. Then solder the steel to the remaining back half of the blank barrel.

We aren't mind readers. What is the barrel even for?

Sorry. I have a blank gun that is approximately 15-16 years old, and I am looking to modify its barrel to accommodate a 9mm bullet. While I’ve done some research, I require technical guidance. I have access to a lathe machine but am unsure about the exact tools and steps needed for this process. Could you assist me with this?

Uhhhhh... Well, even if you properly machined the barrel to fit a 9mm bullet (btw, which 9mm? Parabellum, Browning, Browning Short, Makarov, Steyr, Largo, Mauser Export...), I have no idea what material the barrel is made of or how thick it is. It's entirely possible (dare I say likely) that there is no safe way to convert that barrel to fire any sort of actual ammo. And even if the barrel is safe, what about the rest of the gun?

So do you have a question or....?

Could you be a bit more specific?
