It's not Vardaman. Vardaman didn't join the series until "Too Short a Season".

According to Memory Alpha, it's Ken Gildin, who left the show due to the 1988 writer's strike (not sure why that make him leave the show) which opened the door for Vardaman to take over as Spiner's photo double.

Which goes to show how good the finished special effect was in the episode, especially for the time when it was done. Composite shots were not all that common in syndicated TV.

They were doing split-screen twins back in the 60s (TOS of course, but shows like Patty Duke had it in every episode). This would have been about the easiest VFX in the TNG series considering they also did spaceships and transporters and suns exploding.
