Docking Station working only after login

Hello everyone, I'm currently migrating my users from W10 to W11 24H2 and something strange is happening. User with docking station (multiple model, both HP, Dell and Targus) that have keyboard and mouse connected and boot their computer, once they get to the login screen, they don't work. We all have generic hp/dell keyboard and mouse. Once they log, everything start working. If they lock, it still work. But if they disconnect from the docking station, they must lock the station with the physical keyboard of the laptop (or trackpad) and then the docking start working again. It doesn't happen to everyone, weirdly. It happen to both Dell and HP. Never saw the problem in Windows 10. We updated all drivers and firmware and displaylink software, nothing changed. They all have the same bios configuration. What could be causing that? I've tried to look online and the only thing I found was this (https://superuser.com/questions/1663657/block-usb-devices-at-login-screen-allow-all-other-times) but it doesn't really give a solution. We did apply Microsoft security basline for Windows 11 24H2, we are in the process of testing by disabling them but it's a weird problem. Thank you
