If you are using #8 Birdshot: No reinforcement is needed.
If you are using stronger shells: It will need reinforcement.

I know that bullets change the recoil, but don't you think it would be more like gunpowder?

Birdshot is usually loaded with less gunpowder.

I reloaded my 28 gauge cartridges with 0.6 grams of 2 grain white powder and 17 grams of 1mm/2mm birdshot Let's assume I want to reload with 1 gram of white powder then how many Millimeters of galvanized steel To hold the explosion

A section of 3/4" steel pipe will work.
As long as it can fit around the barrel.

ok thanks

Do you know what type of steel it is? For a low carbon steel the burst pressure should be around 20,000 psi, which is about the proof pressure for 28 gauge, so very marginal if it's not a better grade.

No, but galvanized steels are known to have very low carbon, but the spark test I did showed that it is a low carbon pipe.
